I can save you some mental effort thinking about it: we are nowhere near
ready for Level 5 (any situation, on/off road) autonomy. In fact, there are doubts among those in the industry if we'll ever get there because in truth it's an infinite problem space. There are unpredictable corner cases, as you've pointed out.
Levels 3 and 4 are more likely.
