No. Roth's have a 10% early withdrawal penalty unless held 5 years or taken
after 59.5 on the gain. But I wouldn't recommend as an emergency fund. You can lose money or be forced to pull the money when values are low. I don't think an emergency fund should care about 2 or 3 percent difference in interest. It needs to be available and not have any strings.
