both the coaches and Riley deserve blame for this
They don't list a QBR, but if my old memory serves, he had a negative PER. 4 completions and 3 interceptions. And this is far from the only game where he was beyond terrible. And that was with Taysom Hill on the bench. Taysom (probably fresh off his mission) didn't light it up in this game either, but he didn't throw 3 interceptions and have a negative PER.
