Discover IT, but don't do the student card
The regular discover IT cards do 0% for 15 months, he can get his limit increased every 6 months without a hard pull.
Also if you google it discover has a pre qual he can do that won't be a hard hit at first. If it pre approves he has almost a 100% chance of qualifying as long as nothing funny shows up on the hard check.
