Because it derives from the Greek 'holos', not from 'whole'
If anything, 'whole' shouldn't have a w. You don't see people talking about the wholocaust (wiping out an entire people) or catwholic (all-embracing or including a wide variety of things), which also both derive from holos

Whole actually derives from a different word in Old English... but it also doesn't have a 'w' in front.
