Ratings are important but not important.
BYU needs high quality athletes with great football skills but given BYU's mission players, knowing what we have is always a crapshoot.
In any event, BYU hits above its weight and a few decent seasons will probably see BYU's recruiting rankings rise. BYU's never going to be top ten.
