I didn't say he'd increase the fine. He'd just add court costs to the ticket.

So the fine remains the same but now you have to pay court costs in addition to the fine bec you decided to fight the original ticket and lost.

I've seen that happen plenty of times in Virginia and fully acknowledge I have no clue if that's allowed in Utah.
