How would every day home owners best prepare to mitigate negative effects of flooding?

I don’t live in a flood plain, but we’ve had basement window wells fill up in the past when heavy rains hit.

I’d like to be prepared and help neighbors to prepare as well. Seems like basements are most at risk.
