This is true. If you're a multibillionaire that wants to update all things BYU athletics you have the follow challenges
1. Getting those desires on the project list in the first place.
2. Once on the project list, spending your money helping the BOT start and complete all other projects currently listed before your desired AD project so your project moves up to the top of the list thus becoming the next priority.
3. Patience in the process as you watch your project climb higher only to suddenly drop several spots on the list due to Revelation and other real world challenges that cause newer projects to jump ahead of your project on the list.
You have enough money you can do it.
