I agree with OP, but BYU had anticipated that a lot more housing complexes would become "BYU contracted" when they made the housing switch last year. But of course most complexes were just fine not being contracted (which is what's required for first-year students) so they were caught unawares. We had a meeting with them last year where they talked about this and they said they were afraid they wouldn't even have enough contracted beds for students. A big mess.
