Apple won't have to pay much more than ESPN has offered, why would they? The PAC has some leverage over ESPN because there are still late night slots to fill on ESPN's many channels, but it is clear that ESPN is not interested in paying more than they have offered to get that inventory. They're content letting the PAC either a)breakup and they pay for only those that go to the Big12, or b) let the PAC go to Apple and either expect to sublicense some games or show sportscenter and talk shows.
