I think it's a matter of comparison
Ratings might not be huge for a 9PM Pacific kickoff (in fact I can guarantee they wouldn't be).
But would a 9PM Pacific kickoff (on ESPN) get better visibility/ratings than a game on FS2 at 3 PM Eastern, going up against Alabama/Tennessee? Probably. So it would improve visibility, even without being a highly rated game.
It wouldn't be huge...but at least it wouldn't be invisible

How do they square this circle? In the same sentence it says "ratings wouldn't be huge" but would "maintain visibility."
