It all depends on if you get good ownership. Look at Vegas and Seattle vs

vs Phoenix. Houston is just too big to ignore. 4th largest city in the country, huge oil money, natural rival in Dallas (who has already helped grow hockey in Texas), would be in the central division just like Phoenix so wouldn't have to adjust anything... Houston just makes too much sense.
