If the Big12 is open to add 4 schools from the PAC then Utah will make the cut
They will need to be OK having 3 schools in the lowest population timezone in the US. They need to also be OK double-dipping on a DMA in SLC they would already own. They would have to slightly overvalue the signficance of a regional rivalry game.
The twitter drama or reluctance by Utah leadership of joining the big12 to this point is a non-factor.
