In a lot of senses, it's more valuable to add UA and CU than double up on any one market, such as SLC or Phoenix (I'm aware Tucson is technically it's own media market, but it's tiny and UA is well represented in Phoenix). This is especially true if the B12 wants to leave room open for UO, UW, Stanford, future ACC opportunities, etc.
