Unless you sell them for cash and transfer the nft for free. Does that work?
I don't really know how NFTs work though so maybe that wouldn't work.
If you're going the NFT route, couldn't you just make them non-transferable? And if you're unable to go they must be returned to the city for resale? Any unused tickets by a certain time would then become gate resale?
