The ~$175 hourly fee has been around for years...
.. Its mostly with dealers or large repair centers. Smaller independent shops will normally charge less... but they still charge to diagnose your problem, and it is by the hour.

I wanted a dealer to read an obscure obd2 ABS code from one of my cars. It would have been under a 5-minute job.. they wanted $225 to do it.
