Sooo, if for example a team was doing in person scouting outside of their own
stadium, and using “technology” to learn the signs used by their opponents, would this “cheating”?

Sure, they are just “allegations” at this point, but just because you haven’t been found guilty yet doesn’t mean it didn’t happen. I don’t see any stipulations in your list above that would cover this to exclude it from cheating.

And skip the “innocent until proven guilty” stuff. You and I aren’t judge, jury, or executioner. We are just having a discussion.
There are some pretty damning claims in the article that have names associated with them.
