The teacher probably doesn't want to deal with it
Back in the 70s, when I was that age, teachers strongly discouraged kids from being a tattletale.
We've come a long way since then, but maybe teachers still have the same attitude deep down.
It's probably something they don't want to deal with.

I'm sure he does have stuff going on at home, I think as a teacher its your responsibilty to protect all the kids in
