If she’s open to it, tell her to check out some online based programs.
My wife is currently in grad school for clinical mental health counseling. Would have gone to byu but they only did a doctorate. The u was a possibility but didn’t have the specific program. From what I can tell, it really doesn’t matter the focus, just make sure it is accredited.

My wife settled on Montana State Billings. It is almost exclusively online classes. She only has to attend for like 3 days a semester. So it’s a road trip. It’s much cheaper accredited, can attend classes online and accreditation will transferable. It’s been a really great option for us as she stays home with the kids and can still work her job on the side. She just started her internship. There are plenty of jobs out there for counseling.

Not going to the U is an absolute blessing for us. Good luck to her.
