The first thing the committee does is assign the teams to regions. There are very specific criteria they have to follow in doing that. After that is completed, they will go through the teams in true seed order and assign them to the closest first round location to their campus. There is no additional "reshuffling of locations" after that point to accommodate lower seeds.
