Who was audited and had to pay up and correct it. It used to be so you were able to double up but it changed, oh about 25 years ago.
It was changed specifically to stop the double refund. The church indeed had to declare that it was contribution and not support of the missionary, which is very true. It costs a lot more than 4-500/ month per missionary.
