Test NOT required, except for Nelson, Heritage, and National Merit Scholarships
Normal BYU scholarships for full or half tuition do not require test scores (which I think is nuts):

The Heritage is the "full tuition" scholarship for merit and requires ACT.

They probably shouldn't have submitted their ACT scores if it was that low — they didn't have to
