Yep there is plenty of moisture in the soil after spring (unless in southern Utah)
Most irrigation lines won't be charged until yesterday and today so you can't water. unless you are on culinary. It is always better to let your lawn starve for water in the spring let the roots grow. That way if and when restrictions come in august the roots are long enough for your lawn to survive.
