All I see about Ryan and the Jazz is a *proposal* for a sports district in SLC?

The Delta Center should be owned outright and was built without any taxpayer money (I took a class from Larry H. Miller at BYU and he talked all about that process of building the DC), and the latest thing is just a proposal, so how exactly is Ryan "milking taxpayers"?
