I definitely can understand if bag guys are understaffed or something, but sometimes I wonder what is actually going on. I waited an hour for bags at Washington Dulles on a flight on Copa that got in around midnight. I figure maybe only 2 guys are working all the bags or something, but was crazy. Other flights were coming through customs and getting their bags and leaving before ours even started.
