It would be allowed by the NCAA for other teams to contact him and talk to him if he's only given a verbal commitment. Whether other teams would talk to him is another matter. Some teams/coaches would leave a kid alone once he's stated his commitment. Other teams/coaches would still contact him and try to get him to change his mind.
