Which is the right approach. These decisions aren't made in a vacuum. It's like
grading the NBA draft. You can't give a team picking 3rd a better grade, just because they got a better player than a team who picked 27th.
Obviously the team picking 3rd got a better player. But did they make a good decision on who they drafted at that position?
It's all relative to what a team could possibly have done.
