massive adjustment in the way things are done. And forces tend to resist massive adjustments. Men's football and basketball largely fund the other sports. There are all of these teams flying around the country and coaches being paid to coach these non-revenue sports.

So lots of people are depending on the status quo to mostly continue. It doesn't mean it can't or shouldn't change, but its definitely not a simple adjustment.
