That's where I'm leaning
Just about every mock draft I've read has the Cowboys taking him in Round 2...if he's still there. Their RB corps as currently constituted is........well........it's not good.

The cupboard is bare and Brooks is that good. As a Texas fan, i would be ecstatic to get him on the Cowboys.
