The OP is confused. The article lists Kiper's top 25 which includes 5 QBs, and
then he lists his 26-150 overall. Nix is listed first in the 26-150 range and Slovis is listed 5th in this list. I assume that's the list that the OP looked at and didn't realize that there were 25 others, including 5 QBs, listed directly above that.

If so, Kiper needs to retire. Williams, Maye, Daniels, McCarthey, Nix, Penix are all way better than Slovis. I’m sure
