It's the perfect storm of circumstances:

--Geography. Plenty of world class ski resorts and all within an our or two of SLC in any direction. Amazing snow. A major city right in the middle of it all. Some places put the Olympics on in resort towns with limited populations, hospitality, etc. Others do it multiple hours away from the major city because it's just not close enough which is not ideal for visitors.
--People. Utah volunteers very well and provides a huge boost without needing to pay a ton of money. Language skills are also second to none.
--Venues. Utah already has most of their venues built. They've been able to upkeep since the last Olympics due to the profits they made in 2002 which means there is minimal investment needed to be ready again.
--Church. The church doesn't necessarily provide funding or anything, but it is an influential body that mobilizes people, support, and other ways of contributing. Not to mention weather control which helped out 2002 in a pinch 😉

The IOC should pick SLC and two other places to host every four years. Find a spot in Europe and one in Asia. Let them build great facilities knowing it will get used again and soon. It's a much better model than what they're currently doing.
