It was certainly a workhorse temple with the MTC, BYU, and general population.

But almost no one used that temple to get married and I think you have to at least consider that if the primary purpose of the temple is to organize families and perform live sealings and almost no one chooses to do that, you may need to start over.

This probably isn't enough of a reason on it's own, but between the engineering stuff, the renovation needs, I think that's one other factor that was considered.
