Well, hold on now I'm reading that it only works if the player is unrecruited
as well, so it sounds like it's a very specific case by case basis. Not clear in this instance, but I stand by the thought that it either doesn't count or it's poor reporting, because why mention it at all if it counts against the 13.
We really do need to figure this out because it determines whether we have 3 or 4 spots available.
