Soupie's not alone.
I count 2 steps after controlling the ball and before he begins to dribble. Two steps means the pivot foot has been lifted and the dribble has not begun. That is what Soupie is seeing and that is what I am seeing. I am aware that traveling is an ancient artifact in the NBA.

To me. the ball is no longer "loose" when he has full control of it but continues to take 2 steps mid dribble.
