Why sign Cousins to $130,000,000 guaranteed if you don't truly believe he's the guy?

If you sign a guy for 9 figure guaranteed money, are you not planning on him playing out his contract? If Cousins does that and then retires or moves on or whatever, now the Falcons are picking up Penix' 5th year option just so they can finally see if he's got what it takes in the NFL. That's after 4 years of paying #8 pick money so he could sit the bench. If I was playing in Atlanta and wanted to be a a true, contending team, I'd want out. It's obvious the front office is clueless.
