It's all proximity to California I think
When California makes it difficult to produce oil and gas products, it causes prices to go up in neighboring states because the refiners in other states can, whether they actually do or not, send that fuel to California and make money even with the extra cost of shipping it that distance. So I think our gas prices in Utah end of being the price in California less the cost it would take to transport that gas to California from Utah. That's my theory anyway.
