In the name of safety, we have our school buses stop at RR tracks, and proceeded to cross them at 1 mph. If they crossed
At 25 mph wouldn’t they be on the railroad tracks for 1/25 of the time, thus reducing the risk?

Of course they would need to see that they have clear space in front of them to get all the way across the tracks and should never proceeded if there was traffic ahead of them and had to stop on the tracks. But the whole stopping and restarting thing seems odd to me.
