Basically anywhere between Nephi and Cedar City
If you were to move the state capitol and everything associated with the state Government to somewhere like say Scipio or Beaver, there's just a boat load of land in that corridor that is basically just farm land. And frankly, Utah could do with LESS farming, not more due to water issues.
A place like Parowan has the added benefit of being right next to Brian Head which could lead to some further industry in the area around skiing and outdoor activities.
