so, I can foresee a scenario where defenders have an incentive to injure players intentionally to get them out of the game for 2 minutes or more at crucial times of the games, among other ways the rule could be manipulated.

I’m all for finding ways to minimize the ridiculous fake injuries that soccer fans hate, but I wonder if there is another way to accomplish that?
