The power started shifting from the NCAA to the conferences and 'blue blood' schools way back in the 90s (thanks OU – clowns) and little by little they have been stripped of authority – mostly by the courts and now by the TV/media partners.

The NCAA wasn't a great organization to begin with–very reactive rather than proactive. They seemed to create rules as bandaids.
