This is exactly the problem: the speed you are going is actually irrelevant. The law says you MUST move over
...for a car that overtakes you.
When you ask if "10...over is fast enough?" you are ignoring what the law says, and essentially making yourself the traffic cop. You are not. Do what the law says, no matter how fast you are going: if someone is going to overtake you, move over.
