Permanent retainers are hard and I dare say nobody flosses around them. There are many people who want to remove the permanent retainers later in life and change over to removable retainers so they can floss and not have a wire there all the time.

I wouldn't trust any teenagers with having the discipline for removable retainers, so most get permanent retainers.
