Your #'s seem to support my assertion 🙂 I'm same height now I was when 13
so, yeah, i guess different genetics for growing early or late, but def a big height differential at that age.
And btw, I think you're way off on your claim of average height for 13 year old boy. More like 5'5" to 5'6".
