IN looks for specific values while NOT IN ignores certain values. For SQL Server
there might be a performance consideration. IN will more likely use an index while NOT IN may not. So either option works… just depends on what you’re trying to do (I.e number of distinct values in the field, data types, etc.)

Oh, and try using Snowflake sometime… you’ll never want to use SQL Server again!
