Tokyo and Paris Disney parks are significantly smaller with fewer rides than Disneyland California. Even the rides they do have most are noticeably smaller and shorter. My kids were disappointed by the parks and were bored after waiting long lines for a few most popular rides. They weren’t as fun as expected so they had no interest really in waiting for other rides.
Iff your kids would enjoy going to see the sights like Eiffel Tower, Versailles, Louvre, etc then definitely focus seeing the city. Take lots of breaks at bakeries and enjoy the treats.
I find it better when there’s lots to see two meals from a street vendor or bakery. One good sit down meal by a local restaurant with no English sign or the least English.
