Looks like he lost his marbles and ran up and punched the window of the car because Scheffler drove on. Of course, we can't see or hear everything, so perhaps the officer told him to stop or wait and became enraged when Scheffler disobeyed him. Arresting him and charging Scheffler with what they did seems pretty ridiculous based on that video.
