Just wild speculation. Not going to happen
For one they’d have exit fees and that’s not conducive to moving to a conference that itself may soon implode once FSU, Clemson, Virginia, and NC find their way out.

The chatter is probably coming from the fact that Utah likes to talk with others to keep options open. Clearly their loyalty to the Big12 isn’t much. They seem to truly believe that the expected Big1G/sec split from the ncaa is a viable option for them. My opinion is that the big12/Acc will be part of that split too even if their share is less. Obviously none of us on this board see any reason why the Big1G would take Utah. Seems like a long shot for them unless they’d actually have advocates in usc or Oregon.
