Not much difference at all, there are very few freshman that
play any positions. Who were all of the great freshman safeties last year?

I will say that I don't know a lot about Rowe, but freshman All-American is not that big of a deal to me. It does mean you are good enough to play as a freshman, which is usually impressive. It also means that when he is a Senior there is a good chance that he will be special.

Still, Rowe wasn't even honorable mention all-conference last year meaning that not one coach thought he was one of the best 8 DB's (they go by DB's and not safeties alone). There were 19 players that were either on the team or received votes meaning that he was not in the top 19 DB's in the conference. So who would you rather have returning? A freshman All-American or an honorable mention all-conference player. The answer is simple.
