I went to Lowe's and got the repair kit. I completely took everything out
out of the tank and replaced it. Why would 2 new flappers be bad?

It is not constantly running, no. The tank fills just fine, then slowly drains.

Flapper valve. Make sure you have right size. There are two major sizes.
